Although, unlike many othÂers in the DemoÂcÂraÂtic Party, he has conÂsisÂtently fought his President’s corÂner, he has nevÂerÂtheÂless called on him to be ‘truthÂful’ about his relaÂtionÂship with MonÂica LewinÂsky and abanÂdon his pedanÂtic ‘sex’ disÂtincÂtion. In other words, to ‘come out’.
Frank has howÂever pointed out one of the curiÂous paraÂdoxes of this whole affair-that those leadÂing the inquiry into Clinton’s sex life and pubÂlishÂing their findÂings on the InterÂnet are the very peoÂple who told Frank to shut up about his sex life and keep it private.
Putting Clinton’s behavÂiour into the conÂtext of America’s hisÂtory and his own BapÂtist backÂground the charge against him that he is a ‘liar’ because he didn’t conÂsider havÂing non penile-vaginal relaÂtions with LewinÂsky ‘sex’ becomes even more conÂfused. The Starr Report effecÂtively brands ClinÂton a ‘sodomite’. Under the anti-sodomy laws still on the statute books of many US states [at time of writÂing], ‘sodomy’ is defined as oro-genital or anal-genital conÂtact between memÂbers of either sex. That is, pretty much anyÂthing that isn’t penile-vaginal interÂcourse. EveryÂthing that isn’t potenÂtially baby-making is a perÂverÂsion, or ‘inapÂproÂpriÂate intiÂmate conÂtact’ to use Clinton’s telling phrase. This is why gay marÂriage is so fiercely resisted in the US — includÂing by ClinÂton who signed into law a bill banÂning gay marÂriage — because it bestows recogÂniÂtion and respectabilÂity on an act which is, by defÂiÂnÂiÂtion, un-respectable.
Sodomy was, until quite recently, not only unlawÂful but a crime against the AmerÂiÂcan State. J. Edgar Hoover, who along with SenÂaÂtor Joe McCarthy, begat (spirÂiÂtuÂally) KenÂneth Starr, kept secret files on pubÂlic figÂures that were reported to engage in ‘oro-genital conÂtact’, as he conÂsidÂered this meant they were subÂverÂsive and ‘un-American’. McCarthy’s hysÂterÂiÂcal — and probÂaÂbly jealÂous — view of oral sex as a form of treaÂson is echoed today in the repeated shrieks of a RepubÂliÂcan spokesÂwoman on a recent TV debate: ‘HE WAS HAVING A BLOW JOB WHEN HE SENT TROOPS INTO BOSNIA!!!’
Since Hoover, we have had KinÂsey, the SixÂties, gay libÂerÂaÂtion and femÂiÂnism and the meanÂings of what is ‘sex’ have been widened enorÂmously. Hoover himÂself has been ‘outed’ posthuÂmously as a ‘closet gay’. But the effect of this ‘sexÂual libÂerÂaÂtion’ is not unamÂbiguÂously ‘proÂgresÂsive’ or ‘libÂerÂatÂing’ as most libÂerÂals seem to think. You don’t have to be Michel FouÂcault to see that the old imperÂaÂtive to conÂtrol people’s erotic lives by proÂhiÂbiÂtion has not been abolÂished. Instead it has been supÂplanted by a comÂpulÂsory, puriÂtanÂniÂcal transÂparency in people’s erotic behavÂiour — and indeed their whole sense of themÂselves is conÂtrolled, defined and proÂduced through the ritÂual of pubÂlic conÂfesÂsion (i.e. ProtesÂtant rather than Catholic conÂfesÂsion). EveryÂone must subÂmit to ‘sex’ and ‘sexÂuÂalÂity’, even and espeÂcially Presidents.
The modÂern, ‘sciÂenÂtific’ disÂcourse of ‘sex’, a la KinÂsey and MasÂters & JohnÂson, which demands that sex be conÂfessed, exposed and meaÂsured allied in the SixÂties with the exploÂsion of perÂsonal polÂiÂtics. That alliance was in turn given an irreÂsistible momenÂtum by the expoÂnenÂtial increase in media, and expoÂnenÂtial decrease in respect for priÂvacy since then. The rise of politÂiÂcal corÂrectÂness and batÂtles over sexÂual harassÂment has only intenÂsiÂfied the need in the Nineties to conÂfess ‘sex’ in the courts, the workÂplace, the teleÂviÂsion studio.
Now, at the end of the TwenÂtiÂeth CenÂtury, this Sex TerÂror has made it’s way into the highÂest office in the land. It has become a Scylla to America’s PuriÂtan, scoldÂing, sodomy-hating CharybÂdis. With ‘Elvis’, the SixÂties baby-boomer libÂeral BapÂtist telegenic talk-show PresÂiÂdent, in the midÂdle. The supreme irony is that the RepubÂliÂcans, who believe that the disÂtincÂtion between sex and sodomy should be mainÂtained in life and law, are tryÂing to impeach a PresÂiÂdent on the grounds that he made that very same disÂtincÂtion in life and law. The Grand Old Party which once was the Party of disÂcreÂtion in matÂters of Eros is now a party of sexÂual Jacobins in the serÂvice of the Sex TerÂror, brandÂing popÂuÂlar PresÂiÂdents EneÂmies of the PeoÂple for not conÂfessÂing every detail of their priÂvate life — even outÂing themÂselves as adulÂterÂers on the steps of CapiÂtol Hill — and turnÂing AmerÂiÂcan pubÂlic life into one giganÂtic, insane DenunÂciÂaÂtion Box.
ProphetÂiÂcally, ironÂiÂcally, ClinÂton whose PresÂiÂdency began with an attempted coup over his intenÂtion to lift the ban on sodomites servÂing in the milÂiÂtary, now seems to be endÂing with another attempted coup over his own (hetÂeroÂsexÂual) sodomy. The comÂproÂmise soluÂtion he came up with for that first criÂsis has turned out to be the most apt — if most hopeÂless — soluÂtion for what may turn out to be his last, as well as a romanÂtic resisÂtance sloÂgan in an era where ‘sex’ is a sign we must all subÂmit to: ‘Don’t ask. Don’t tell. Don’t purÂsue’.
